Document Description
The Project will consist of a medium indoor cannabis cultivation application located in the City of Oakland. The project will occupy an existing building. The project will consist of 17,920 square feet of mature canopy and 3,888 square feet of immature plants. The project will use an existing 80,122 square foot building. The property that the project is located on is approximately 5.2 acres in size. Interior modifications will consist of adding partition walls, fridge panels, lights, air conditioning units, and dehumidifiers. Future modifications will consist of removing the wall between the current building and the adjacent building. The property currently has another cannabis operation and there is another applicant that will be added the to the property at another time.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 3 and Class 32 Categorical Exemption project. Class 3 Categorical Exemptions consist of the construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure. Class 32 Categorical Exemptions consist of projects characterized as in-fill development that satisfies the following: is consistent with the applicable general plan designation and all applicable general plan policies as well as with applicable zoning designation and regulations; occurs within city limits on a project site of no more than five acres; is substantially surrounded by urban uses; has no value as habitat for endangered, rare or threatened species; would not result in any significant effects relating to traffic, noise, air quality, or water quality; and can be adequately served by all required utilities and public services. None of the exceptions to this exemption defined in Section 15300.2 apply.
