Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Professions Code, Section 26012, approved a Specialty Indoor commercial cannabis license submitted on 6/20/2025, by Blooming Koala Farms LLC. The Project will consist of a specialty indoor cannabis cultivation facility that will cultivate up to 5,000sqft of mature canopy. In addition, the cultivation facility will engage in the cultivation of immature canopy and processing and packaging of cannabis material post-harvest. The site is an existing 6,000sqft facility previously used as warehouse space located on a 2.42-acre lot. Energy is provided to the facility using two natural gas generators and retail electricity from Southern California Edison. Water needs are satisfied by the City of Adelanto Water and Sewer Services. The entire project would employ 10 estimated full-time equivalent employees or less seven days a week.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 1, 3, and 32 Categorical Exemption project. Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. Class 3 consists of construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure. This project is exempt due to the installation of gas and other utility extensions of reasonable length to serve such construction. Class 32 consists of projects characterized as in-fill development meeting the conditions described in this section. The project is consistent with the applicable general plan designation and all applicable general plan policies as well as with applicable zoning designation and regulations. The proposed development occurs within city limits on a project site of no more than five acres substantially surrounded by urban uses. The project site has no value as habitat for endangered, rare or threatened species. Approval of the project would not result in any significant effects relating to traffic, noise, air quality, or water quality. The site can be adequately served by all required utilities and public services. None of the exceptions to this exemption defined in Section 15300.2 apply.
