Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Professions Code, Section 26012, approved a Specialty Indoor commercial cannabis license submitted on 5/21/25, by Green Diversity LLC.The Project will consist of cultivating 1,960 square feet of mature cannabis and 645 square feet of immature cannabis using artificial lighting. This project will take place on a 1.26-acre lot, in a 6,000 square foot building, within an industrial complex APN 054-640-014-000 in the city of Redding. Processing will be done on site and packaging off site at other licensed facility. Water is supplied by the City of Redding Utilities, energy is supplied by Redding Electric Utility. Carbon filters are used in grow rooms for odor mitigation. The California Department of Fish and Wildlife (CDFW) reviewed the initial application and determined that a Lake or Streambed Alteration Notification is not required (EPIMS-SHA-57199-R1I-10138). Applicant meets waste discharge requirements per Water Quality Order WQ 2023- 0102-DWQ (WDID # 5R45CC440306).

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 32 Categorical Exemption project. Class 32 consists of projects characterized as in-fill development meeting the following conditions: The project is consistent with the applicable general plan designation and all applicable general plan policies as well as with applicable zoning designation and regulations.; The proposed development occurs within city limits on a project site of no more than five acres substantially surrounded by urban uses.; The project site has no value, as habitat for endangered, rare or threatened species.; Approval of the project would not result in any significant effects relating to traffic, noise, air quality, or water quality.; The site can be adequately served by all required utilities and public services.
