Document Description
The Project will consist of a license for a small mixed-light tier 1 cultivation license for commercial cannabis. The project site is located at 7151 Black Bart Trail, Redwood Valley, CA 95470 (APN 176-150-12-00) in Mendocino County. The proposed project is for 8,640 sf of mature cultivation within a 218,750-acre project footprint. Residence and prior cultivation are evident on going back to at least 2010. The current cannabis cultivation footprint was established circa 2021. A previous operation, a medium mixed-light tier 2 license, was issued on 7/23/20 and expired on 7/23/22. Irrigation is supplied by an existing on-site ground water well and is anticipated to require 62,000 gallons a year. Power is supplied by PG&E through existing infrastructure and on-site solar panels with a yearly projection total of 36kwh.

The Department of Cannabis Control has determined that the project is a Class 1 Categorical Exemption project. Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. None of the exceptions to this exemption defined in Section 15300.2 apply.
