Document Description
The proposed project will operate a Storefront Retail license within an existing building at 85995 Grapefruit Blvd., Coachella, CA 92236 (APN 778-100-013). The Project will convert an existing commercial tenant space into a retail cannabis space with 400 square feet of retail cannabis showroom display and 455 square feet for an indoor cannabis lounge. The Project will conduct retail sales of commercial cannabis at this site. Minor site and building modifications to accommodate the proposed use are proposed.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 3 Categorical Exemption project. Class 3 consists of construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure at the time of the lead agency’s determination. The Project establishes a proposed Retail Cannabis Dispensary Business and will only result in the conversion of existing small structures from one use (vacant former commercial space) to another (retail cannabis business) where only minor modifications are made in the exterior of the structure. The design, location, size, and operating characteristics of the Project are compatible with the existing and future land uses within the vicinity. None of the exceptions to the exemption defined in Section 15300.2 apply to the Project.
