Document Description
To authorize removal of one existing 24” gravity flow drainage pipe (DSID 21303) located along Unit No. 2 Feather River East Levee at Levee mile 10.38 in Yuba County, California (39°17'51.8"N 121°36'47.4"W). The proposed work consists of removing the existing gravity flow drainage pipe in the Feather River Unit No. 2 Levee System. The removal will consist of disposal of the existing pipe and appurtenant structures as well as backfill and compaction with suitable levee fill material to meet California Code of Regulations, Title 23, Waters, Division 1 (Title 23) standards. Additionally, the levee crown will be restored with an aggregate base, and the levee slopes will be seeded with native grasses.

The Board has determined that the project is exempt from CEQA under the Class 1 Existing Facilities categorical exemption (CEQA California Code of Regulations, Title 14, Section 15301), because the activity consists of removing one pipe in the existing levee system, which was determined to have exceeded its useful life and is no longer needed due to topography changes and sufficient drainage capacity downstream. No expansion of existing or former use will occur.

In addition, the project is exempt from CEQA under the Class 4, Minor Alterations to Land categorical exemption (CEQA California Code of Regulations, Title 14, Section 15304), because the activity consists of backfilling the existing levee to preexisting condition and reseeding levee slopes, which do not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes. Further, none of the exceptions to the exemption in CEQA California Code of Regulations, Title 14, Section 15300.2 apply.
