Document Description
The proposed improvements consist of relocation to existing water infrastructure, at the request of the California Department of Transportation, to facilitate widening of the adjacent bridge across the Lytle-Cajon Flood Control Channel. The project consists of the construction of approximately eighty-six (86) linear feet of 24" diameter ductile iron pipe, one hundred (100) linear feet of 16" ductile iron pipe, two (2) cast-in-drilled-hole (CIDH) piles to support the aboveground pipeline span across the existing flood control channel, and all associated appurtenances. The disturbance limits for these facilities will be restricted to existing disturbed rights-of-way.

Reasons for Exemption
The State CEQA Guidelines provide a series of categorical exemptions for projects that have been deemed to have minimal impacts on the environment. The proposed project is the installation of a replacement water main within the southwest portion of the City. The installation and use of these replacement facilities will enhance the water delivery services to a residentially developed portion of the City. This project has been determined to have no potential to cause significant adverse effects on the environment and will ensure that adequate water can continue to be supplied to the various residential areas in this portion of the City. Categorical Exemption Class 2 exempts “replacement or reconstruction of existing structures and facilities where the new structures will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced….(c) Replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity,” The exceptions to the issuance of categorical exemptions have been evaluated for the proposed project. The proposed project has been determined not to have the potential to cause significant adverse environmental effects as a result of any of the exceptions. Therefore, this proposed action is not forecast to cause any potential for significant adverse environmental impacts and qualifies with the requirements for Class 2 Exemption.
