Document Description
The proposed work includes excavation of the levee embankment near the damaged pipe, removal of the existing galvanized metal pipe, excavation and compaction of the levee to address voids caused by the leak and sinkhole, installation of a new ductile iron pipe with compatible Romac connections, and restoration of the aggregate base and paved levee crest. No in-water work will be performed. Existing air-release and shutoff valves located on the landside of the levee will remain unaltered. This existing 2-inch waterline supplies municipal water to American River Parkway facilities and are components of the Sacramento River Flood Control Project (SRFCP). It is permitted under Board Permit 9125-B.

The project is statutorily exempt under the provisions of CEQA. The Board’s approval involves approving a minor alteration request for pipe replacement, which is exempt under CEQA California Code of Regulations, Title 14, Section 15282(k) because the activity involves the installation of new pipeline or maintenance, repair, restoration,
removal, or demolition of an existing pipeline as set forth in Section 21080.21 of the Public Resources Code, as long as the project does not exceed one mile in length.

The project is also exempt from CEQA under the Class 1, Existing Facilities categorical exemption (CEQA California Code of Regulations, Title 14, Section 15301), because the activity consists of the operation, repair, maintenance, permitting, leasing, licensing or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use. No expansion of existing or former use will occur. The project is also exempt from CEQA under the Class 2, Replacement or Reconstruction categorical exemption (CEQA California Code of Regulations, Title 14, 15302), because the activity consists of replacement and reconstruction of an existing
structure in the same site and will have substantially the same purpose and capacity as the replaced structure. Further, none of the exceptions to the exemption in CEQA California Code of Regulations, Title 14, Section 15300.2 apply.
