Document Description
Sacramento County Regional Parks will repair an approximately 1 CO-linear foot section of a waterline and levee at the Watt Avenue access of the American River Parkway. The broken waterline has eroded the levee underneath the asphalt resulting in a sink hole and closure of the Watt Avenue access. Construction will include excavating up to eight feet deep to repair (or replace if necessary) the existing waterline, then soil will be backfilled and compacted to standard levee specifications. An approximately 3,500 square foot patch of asphalt will be repaved. No vegetation is anticipated for removal to complete the repair activities.

Reasons for Exemption
CEQA Guidelines Section 15282 (k) consists of the installation of new pipeline or maintenance, repair, restoration, removal, or demolition of an existing pipeline as set forth in PRC Section 21080.21, as long as the project does not exceed one mile in length. Additionally, CEQA Guidelines Section 15301 consists of the operation, repair, maintenance permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. Subsection (b) includes existing facilities of both investor and publicly owned utilities used to provide electric power, natural gas, sewerage, or other public utility services. The repair of the 100-linear foot section of a waterline is less than one mile in length and will be implemented at the same location as the existing and does not expand the existing use. Therefore, the project is exempt from the provisions of CEQA.
