Document Description
PCWA will permanently cease operation of the Eastside Canal. The canal has been out of service since October 15. 2024. The untreated water supply to the Eastside Canal will remain off permanently and the untreated water accounts of the 23 customers will be closed. The gunite and unlined sections from the southern end of the pipeline to Rachel Lane will remain to serve as local drainage conveyance. Piped crossings at Mandarin Court, Taylor Road, and along the Doupnik Family Leasing LLC property will be placed out of service. Piped canal sections from Rachel Lane to CTO 110+86 will be placed out of service. Piped canal sections from CTO 110+86 to the termination of the pipeline at the northern end of the canal will be placed out of service. In total, 16,976 LF of pipe will be placed out of service.

The Eastside Canal is an untreated (raw) water conveyance system approximately 3.7 miles in length. The canal consists mainly of underground pipe and a couple of short segments of open ditch canal which travels through the Town of Loomis in western Placer County. Located within the Rocklin, California United States (U.S.) Geological Survey 7.5-minute topographic quadrangle. The northern end of the Eastside Canal begins near PCWA's storage yard on Rippey Road, just north of Del Oro High School, and is supplied by the Red Ravine Canal. From there, the canal winds through neighborhoods, backyards, and commercial properties. The canal eventually terminates on Sierra College's property adjacent to 1-80, south of Sierra College Boulevard. The canal crosses underneath 1-80 three times: at Horseshoe Bar
Road, at Sierra College Boulevard, and at Boot Barn's property, south of Sierra College Boulevard.

Reasons for Exemption
The project will not result in any physical change in the environment. PCWA has not delivered water through the canal for nearly a year. PCWA will permanently cease operation of the canal with no further modification. It can be seen with certainty that there is no possibility that permanently ceasing operation of the canal will have a significant effect on the environment. (Guidelines Article 5, Section 15061(b)(3)).
