Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code, Section 26012, approved a Microbusiness commercial cannabis license submitted on 7/5/2022, by MC3, INC. The Project will consist of the Distribution, Manufacturing, and Non-Storefront Retail sales of commercial cannabis products under State and local law. Existing City sewer service is provided to the project site, and water and electricity are provided by the City of Los Angeles Department of Water and Power. Operations would continue to be daily (seven days a week) from 9:00 a.m. to 5:00p.m. The subject site is a fully developed lot within the Sun Valley – La Tuna Canyon Community Plan Area, Council District 2. The 2,500 sq ft lot is approximately 100 feet deep with a width of 26 feet along San Fernando Road. The site is currently developed with a one-story 2,200 sq ft industrial/manufacturing building built in 1957 and is proposed to be maintained. The site has a Limited Manufacturing land use designation and is zoned M1-1. No physical changes to the site are proposed.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 1 and 32 Categorical Exemption project. Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. Class 32 consists of projects characterized as in-fill development meeting the conditions described in this section. The project is consistent with the applicable general plan designation and all applicable general plan policies as well as with applicable zoning designation and regulations. The proposed development occurs within city limits on a project site of no more than five acres substantially surrounded by urban uses. The project site has no value as habitat for endangered, rare or threatened species. Approval of the project would not result in any significant effects relating to traffic, noise, air quality, or water quality. The site can be adequately served by all required utilities and public services.
