Document Description
Approximately 38 acres will be treated. Project objective is to establish a shaded fuel break along seasonal roads and historic skid trails in order to reduce wildfire intensity, improve emergency ingress and egress, and provide a defensible fire line and staging area. Treatments will focus on removing suppressed and stagnant trees and thinning smaller-diameter stems to reduce competition and favor healthy residuals. At least 90% of trees less than 4 inches DBH and 80% of trees between 4 and 8 inches DBH will be removed, with occasional removal of stems up to 12 inches DBH as needed to meet stand structure objectives. Residual trees will be dominant, vigorous individuals with full crowns, spaced an average of 15 to 18 feet apart, with wider spacing permitted between large dominants. Desired canopy closure is approximately 70%. Slash will be piled along roadsides or landings for burning in compliance with local rules; larger woody material may remain onsite if placed in soil contact away from retained trees.

Reasons for Exemption
This project qualifies for a Categorical Exemption under CEQA Guidelines Section 15304, Minor Alterations to Land. The exemption applies to fuel management activities within 100 feet of roads, including mastication, pruning, and understory thinning to reduce hazardous fuels. The project is exempt because the planned activities meet the definition of forestry in Public Resources Code $753, and have been reviewed and approved by a Registered Professional Forester in consultation with experts from other pertinent fields. These experts have attested that the activities proposed in this project will only have the potential for impacts that are, at most, less than significant to the environment, with adequate measures provided to avoid sensitive environmental resources. Project activities will not involve the removal of healthy, mature, or scenic trees, and will be limited to suppressed, defective, or stagnant individuals generally less than 12 inches DBH. Activities will not result in a substantial alteration of the current function of the land. Project-specific analysis is on file at the Resource Conservation District. Project conforms with NTMP.
