Document Description
Approximately 66 acres will be treated. Project objective is to improve forest health and reduce wildfire risk. Treatments will occur within three management units: Unit 1 (19 acres), Unit 2 (35 acres), and Unit 3 (12 acres). Vegetation management will be conducted using selective, single-stem herbicide applications (hack-and-squirt) targeting small-diameter tanoak and other non-preferred species. All applications will be carried out by a California QPR-licensed Qualified Applicator (QAL/QAC, Category B: Forest) or a licensed Pest Control Business, in compliance with product label requirements and County Agricultural Commissioner regulations. Treatments will remove at least 85% of tanoak stems up to 12 inches DBH, while retaining a limited cohort of healthy, thrifty individuals to maintain structural and species diversity. Suppressed, defective, or overtopped trees will be prioritized for treatment. Shrubby tanoak and stems less than 4 inches DBH will be treated to prevent resprouting. Larger tanoak may also be treated where necessary to achieve the desired stand structure and spacing. The desired future condition is a mixed forest with improved spacing among residual conifers and oaks, reduced tanoak dominance, and lowered fuel continuity.

Reasons for Exemption
This project qualifies for a Categorical Exemption under CEOA Guidelines Section 15304, Minor Alterations to Land. The exemption applies to fuel management and forest improvement activities, including selective removal of vegetation, where the work does not involve the removal of healthy, mature, or scenic trees and does not result in a substantial alteration of land use. Treatments will be limited to selective, single-stem herbicide applications (hack-and-squirt, basal bark, or injection) to small-diameter tanoak and other non-preferred stems. All herbicide applications will be conducted by a licensed Qualified Applicator or Pest Control Business in accordance with product label requirements and County Agricultural Commissioner regulations. The project will reduce hazardous fuels, improve species composition, and promote forest resilience without changing the overall land use or function of the site. Project-specific review has determined that no significant environmental effect will occur with adequate measures provided for protection of sensitive resources.
