Document Description
Approximately 3.4 acres are to be treated. Project Objective: Improve forest structure and resilience by thinning overstocked stands of tanoak and Douglas-fir, removing dead material, and implementing small patch clearings to restore spatial heterogeneity and promote natural regeneration of fire-adapted species. This project will include thinning treatment, pruning treatment and follow up slash treatment. Residual trees shall be dominant well-formed individuals spaced to an average of 14-16 feet targeting a post-treatment stand density of 180-220 trees per acre. For all trees less than or equal to 20' in height, prune limbs from ground level to 8-10' high. For smaller residual trees pruning should be executed from ground level upwards, ensuring that at least 50% of the live crown remains intact post-pruning. All slash generated from this treatment shall be piled by hand or mechanically into piles approximately 6 feet in diameter by 5 feet high located on landings or along access routes. Piles must be placed away from the boles and canopy dripline of retained deciduous oaks. Larger woody material (greater than or equal to 6in diameter at the small end) may be left on the forest floor if in full contact with soil and not adjacent to residual tree boles.

Reasons for Exemption
This project qualifies f0< a Categorical Exemption under CEQA Guidelines Section 15304, Minor Alterations to Land. The exemption applies to fuel management activities including pruning. slash abatement. and understory thinning to reduce hazardous fuels. The project Is exempt because the planned activities meet the definition of "forestry'" in Public Resources Code §753 and have been reviewed and approved by a Registered Professional Forester in consultation with experts from other pertinent fields. Project activities will not involve the removal of healthy, mature, or scenic trees and will not result in a substantial alteration of the current function of the land. The project will reduce hazardous fuels, improve species composition, and promote forest resilience without changing the overall land use or function of the site. Project-specific review has determined that no significant environmental effects will occur, with adequate measures provided for protection of sensitive resources. Project-specific analysis is on file at the Resource Conservation District.
