Project consists of repair and maintenance, and minor alteration to existing irrigation facilities involving negligible expansion of existing and former uses. Project has no significant environmental effects. The project is also exempt under the Clean Water Act, section 404, for maintenance of serviceable structures not character, scope, or size of the original fill design (33 CFR 323.4(a)(2.)
