Administrative Zoning Permit (AZP) No. 2025-0009 authorizes the expansion of the existing village of six emergency housing sleeping cabins by permitting the addition of four new 144-square-foot cabins to house homeless women and children (up to 90 days). The project is located on a 0.21-acre portion of the Meridian Southern Baptist Church lot. Pursuant to section 17.225.185 (4)(a) of the El Cajon Municipal Code (ECMC), additional emergency housing units may be permitted upon approval of an AZP if an emergency housing operation has operated without substantiated complaints or code compliance action for more than one year. No more than ten units may be permitted at an emergency housing site.

Furthermore, the project does not trigger any of the exceptions to the categorical exemptions listed in Section 15300.2.
