Document Description
IEUA proposes to upgrade/repair up to 174 NRW and RSS manholes located along existing collection system pipelines located generally within the existing paved roadways and other disturbed areas at the locations referenced above. The repairs/replacements will consist of replacing these manholes and repairing/upgrading them for safety purposes and to prevent them from becoming a traffic hazard.

Reasons for Exemption
The State CEQA Guidelines provide a series of categorical exemptions for projects that have been deemed to have minimal impacts on the environment. The proposed repair/replacement to the NRW/RSS collection system manholes in the Agency’s service area have been determined to have no potential to cause significant adverse effects on the environment and will ensure that the collection and transport of NRW and RSS wastewater can continue to operate in an efficient and safe manner. Categorical Exemption Class 1 exempts “the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment...involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. (b) Existing facilities of both investor and publicly owned utilities used to provide electric power, natural gas, sewerage, or other public utility services.....” The exceptions to the issuance of Categorical Exemptions have been evaluated for the proposed project locations to further substantiate the use of a Categorical Exemption, Class 1, for this project. The proposed NRW/RSS manhole repairs/replacements have been determined not to have a potential to cause significant adverse environmental effects as a result of any of the exceptions. Therefore, this proposed action is not forecast to cause any potential for significant adverse environmental impacts and qualifies with the requirements for Class 1 Exemption.
