Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Professions Code, Section 26012, approved a Medium Indoor commercial cannabis license submitted on May 20, 2025, by High Desert Research and Development, Incorporated. The project consists of a medium indoor cannabis cultivation license, located at 16600 Koala Road, Buildings A and B, Adelanto 92310 (APN: 3129-261-58-0000). The applicant, High Desert Research and Development, Inc., occupies two existing single-story buildings with a total area of approximately 42,000 square feet (sf) situated on a 4.96-acre site. The proposed operation will replace an existing small indoor cannabis cultivation license (CCL18-0000590) which had occupied Building B with a medium license which will occupy both buildings. The proposed medium indoor operation includes 18,000 sf of indoor cultivation, harvest storage, pesticide/agricultural chemical storage, cannabis waste storage in addition to drying, processing and packaging of medicinal cannabis. No new construction will take place. The project site is fully developed and surrounded by industrial uses including a solar farm and other cannabis businesses. City water and sewer services are used to support the project. Electricity is provided by Southern California Edison.

The Department of Cannabis Control has determined that the project is a Class 32 Categorical Exemption project. Based on information contained in the administrative record, as reflected in the answers provided to Questions 1-11 above, the project (Application LCA25-000271) is eligible for a Class 32 categorical exemption. The project fits within the parameters included in CEQA Guidelines Section 15332, and none of the exceptions to this exemption defined in Section 15300.2 apply.
