The project consists of installation of a pipeline less than one mile in length entirely within a public right-of-way, meeting the criteria of Public Resources Code § 21080.21. The project also qualifies under CEQA Guidelines § 15282(k) because it involves the replacement/installation of an existing pipeline with no increase in diameter, is outside an oil refinery, and construction activity will not exceed one-half mile of the roadway at any given time. The project will not have a significant effect on the environment.
