Document Description
The Alameda County Transportation Commission (Alameda CTC) proposes to implement roadway safety improvements along State Route 123 (San Pablo Avenue), from 100-feet north of Channing Way in the City of Berkeley to the Contra Costa County line in the City of Albany, known as the Safety Enhancements Project (Project). The Project would implement bicycle and pedestrian crossing improvements, traffic signal upgrades for pedestrians, parking and auto circulation changes, and bus stop improvements along the corridor to improve cyclist and pedestrian safety in Albany and Berkeley. Project improvements include Rectangular Rapid Flashing Beacons (RRFBs), Pedestrian Hybrid Beacons (PHBs), accessible push buttons, countdown signal heads, street lighting, ADA-compliant curb ramps and highly visible crossings, pedestrian refuge islands, bulbouts, cycle track connectors, and landscaping.

The Project consists of safety and accessibility enhancements along San Pablo Avenue. The Project would not involve the construction of new automobile lanes or major expansion of existing facilities, and all bicycle and pedestrian elements would be integrated into the existing network. The proposed activities fall within the scope of Class 1 exemptions, which allow for minor alterations to existing highways and streets, including pedestrian and bicycle facilities, signal modifications, and transit-related improvements, provided there is no significant expansion of use. As the Project is limited to safety, accessibility, and operational enhancements within an already developed transportation corridor, it qualifies for a Class 1 Categorical Exemption under CEQA Guidelines § 15301(c).
