Document Description
The Project proposes a new commercial development on an 11,710-square-foot (0.27-acre) site located at 960 North Vine Street (Project Site) in the Hollywood Community Plan Area of the City of Los
Angeles. The Project would include 14,727 square feet of office uses in a new three-story, 44-foot 8-inch tall building. The existing 5,543 square feet of commercial and restaurant uses and the accompanying surface parking lot on the Project Site would be removed to accommodate the new building. Upon completion, the Project would result in a proposed floor area ratio of 1.2:1 for the Project Site. The Project would provide seven vehicular parking
spaces and eight long term bicycle parking spaces within one level of at parking on the first floor of the building along with three short-term bicycle parking spaces on the sidewalk along Barton Avenue. The Project would also provide 1,761 square feet of landscaping both along the Vine Street and Barton Avenue frontages and on a
rooftop amenity deck. Vehicular access to the Site would be from both Barton Avenue and the alley north of the Project Site. Construction of the Project would require an estimated maximum depth of excavation of 5 feet, with 850 cubic yards of grading.

Reasons for Exemption
Additionally, none of the exceptions to the Categorical Exemption Under CEQA Guidelines Section 15300.2 applies to the proposed project. (a) Location: the Project is not located within a sensitive environment. Thus, as this exception addresses projects that quality as a categorical exemption under Classes 3, 4, 5, and 11, Exception 15300.2(a) does not apply to the Project. (b) Cumulative Impact: The proposed Project will not result in significant cumulative impacts from successive projects of the same type in the same place, as there are only two projects in the vicinity of the Project site and there is no evidence of any significant impacts due to cumulative impacts of successive projects of the same type in the same place that over time. (c) Significant Effect: the Project is an urban in-fill development because it is located in the Hollywood Community Plan area and is surrounded by existing urban infrastructure and similar urban developments, including commercial buildings. The Project Site has unused development rights and certain areas of the site are underutilized, which is the typical scenario for urban redevelopment to occur. These general circumstances exist on the Project Site, as they do in many similarly situated urban in-fill development sites in the City that propose redevelopment. The project is not unusual for the vicinity of the site, and is similar in scope to other existing commercial uses in the area. As such, the project will not have a significant effect on the environment due to unusual circumstances. (d) Scenic Highways: The project is not in the vicinity of a state scenic highway and will not damage scenic resources in a state scenic highway. (e) Hazardous Waste Sites: The project site is not on a list compiled pursuant to Government Code Section 65962.5 related to hazardous waste sites. (f) Historical Resources: Per ZIMAS, SurveyLA, and/or Historic Places LA, the project site is not identified or eligible as a historical resource. The project will not cause a substantial adverse change in the significance of a historical resource.
