Document Description
On February 12, 2026, the San Diego Metropolitan Transit System Board of Directors adopted Resolution No. 26-02 Approving and Adopting a Mitigated Negative Declaration and a Mitigation Monitoring and Reporting Program under the California Environmental Quality Act for the Rio Vista Platform Design Phase II Project (“Project”) and Approving the Project. The Board also approved the Rio Vista Platform Design Phase II Project for implementation and authorized the Chief Executive Officer to execute Work Order Amendment No. WOA353-AE-09 under MTS Document No. PWL353.02-22 for additional engineering and design support during construction services and related right-of-way support. The Project will retrofit existing infrastructure at the Rio Vista Platform station to enhance safety and ensure long-term structural stability. The Rio Vista Station, located north of the I-8/Texas Street/Qualcomm Way interchange, was originally constructed in 1999. The station’s retaining walls and platform have experienced settlement and movement due to a combination of factors, including loose surface materials, unsuitable wall backfill, and reinforcement slackening. To address these issues, the Project’s structural retrofits and site improvements will include installation of tie rods, tie-back anchors, cast-in-place wall replacement, and surface drainage enhancements. These measures are designed to stabilize the existing retaining walls and platform, ensuring continued safe operation of the Rio Vista Station. The project also includes related track replacement within the Rio Vista Station platform limits. More specifically, the project area includes two Mechanically Stabilized Embankment retaining walls approximately 700 feet in length and up to 17 feet tall that run parallel to the trolley tracks. The platform itself is approximately 380 feet long. Construction activities will include retrofitting existing retaining walls using soil anchors, tie-back systems, and structural walers, as well as reconstructing the platform wall coping, station lighting, tree wells, and surface drainage features. Temporary construction access will be provided via a graded access road from the San Diego River Parkway. Construction is anticipated to begin in Fall 2026 and would take approximately 30 weeks to complete. All work would occur during daytime hours, and phased construction would be implemented to maintain trolley service throughout the project duration.
