Document Description
The proposed project at John Muir HS will include improvements to the school’s athletic facilities that will ensure compliance with California Interscholastic Federation (CIF) regulations. Proposed improvements will consist of enhancements to the existing gymnasium, including new interior finishes and upgraded shower facilities;
modernization of the John Muir HS pool deck; baseball field improvements; and football field improvements, including the construction of new field restrooms, ADA compliant bleacher seating, and new home and visitor team rooms on the track and field.
The proposed project will also replace site utilities that serve these facilities, including water, sewer, and storm drainage systems and electrical service upgrades. Additionally, the proposed project will include improvement to the parking facilities and ADA improvements throughout the campus. The proposed project will not impact student or staff capacity at John Muir HS.

The proposed improvements to the existing athletic facilities and parking lots at John Muir HS are exempt from CEQA under Class 1, Existing Facilities (Section 15301) because the proposed project will consist of alterations to the existing pool, gymnasium, track and field, football field, baseball field, and parking lots. All proposed
improvements will occur within the boundaries of the fully developed John Muir HS. The proposed project will not include expansion or change of use of the existing campus. Therefore, the project is exempt from CEQA under Section 15301.

Reasons for Exemption
The proposed replacement of the existing bleachers and pool are exempt from CEQA under Class 2, Replacement or Reconstruction (Section 15302) because the proposed alterations to the existing bleachers and pool will serve the same purpose and capacity, and will occur within the same area as the existing facilities, within the boundaries of the campus. The proposed project will not result in a 50 percent increase in student capacity, will not result in expansion of the existing campus boundaries, and will connect to the existing utilities on the campus. Therefore, the project is exempt from CEQA under Section 15302.

The addition and alteration of the parking lots on the campus is exempt from CEQA under Class 11, Accessory Structures (Section 15311) as the existing handball courts and two tennis courts in the campus center will be converted into additional school parking. The proposed project also includes new electric vehicle (EV) charging
stations, expanded bicycle parking, updated ADA parking, and improvements to the bus drop-off area located at the southern edge of the campus. Therefore, the project is exempt from CEQA under Section 15311.

Reasons for Exemption
The proposed project includes minor additions to the school’s existing athletic facilities, including new bleachers, football team rooms, concessions building, restroom building, pool equipment building, lighting upgrades, and new EV charging stations, which are also exempt from CEQA under Class 14, Minor Additions to Schools (Section 15314) because the proposed project will occur with the existing school grounds and will result in any change to student capacity. Therefore, the proposed project will not increase student capacity on the campus by 25 percent or 10 new classrooms, consistent with the exemption. The proposed project includes
improvements to accessible pathways connecting the main campus to the gym, football field, baseball field, tennis courts, parking lots, and campus garden. The proposed project will not alter or expand the existing school use, increase student capacity or the number of classrooms, and will only result in minor improvements to the existing campus. No off-campus improvements will occur. Therefore, the project is exempt from CEQA under Section 15314.
