Reasons for Exemption
Without continued access to its water supply infrastructure, CCWD risks disruptions to its potable water and fire suppression supply line and service. Loss of, or damage to, the water supply pipe at the access road would result in similar disruptions to CCWD’s water supply service. Further delays in project implementation (e.g., time required to undertake detailed environmental review) would create an unacceptable risk to public health, safety, and welfare based on the current condition of the existing condition of the roadway and failed culvert. For these reasons, the Project meets the exemption criteria under CEQA Guidelines Section 15269 (b) and (c).
