Document Description
The project proposes to remove and replace, in-kind, an existing 24-inch diameter steel irrigation pipe (DSID 19369) installed up-and-over in the left bank of the Knights Landing Ridge Cut originally authorized by Permit 9322. The proposed work also includes removal of an abandoned power pole and restorations to the levee and bank. This facility is identified in USACE Sacramento River Flood Control Project, Operation and Maintenance Manual, Unit 127, June 1953, Revised 16 November 2018 (Station 44+35) and USACE As-Built Drawing No. 50-04-2848, dated February 1952, revised March 3, 1953, Sheet 2, STA 44+35.

The project is statutorily exempt under the provisions of CEQA. The Board’s approval involves approving a minor alteration request for pipe replacement, which is exempt under CEQA California Code of Regulations, Title 14, Section 15282(k) because the activity involves the installation of new pipeline or maintenance, repair, restoration, removal, or demolition of an existing pipeline as set forth in Section 21080.21 of the Public Resources Code, as long as the project does not exceed one mile in length.

Reasons for Exemption
The project is exempt from CEQA under the Class 2, Replacement or Reconstruction categorical exemption (CEQA California Code of Regulations, Title 14, 15302), because the activity consists of replacement and reconstruction of an existing structure in the same site and will have substantially the same purpose and capacity as the replaced structure. In addition, the project is exempt from CEQA under the Class 4, Minor Alterations to Land categorical exemption (CEQA California Code of Regulations, Title 14, Section 15304), because the activity consists of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes. Finally, the project is exempt from CEQA under the Class 1, Existing Facilities categorical exemption (CEQA California Code of Regulations, Title 14, Section 15301), because the activity consists of the operation, repair, maintenance, permitting, leasing, licensing or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use. No expansion of existing or former use will occur. Further, none of the exceptions to the exemption in CEQA California Code of Regulations, Title 14, Section 15300.2 apply.
