The proposed State Maintenance Area (MA) 20 consists of the Horseshoe Levee System located, approximately 14 miles southeast of Yuba City, seven miles west of the City of Wheatland, and is north of the Bear River and east of the Western Pacific Intercepting Canal (WPIC), in Yuba County.

The Board has determined that the formation of State Maintenance Area 20 is exempt from CEQA under the Class 20, Changes in Organization of Local Agencies categorical exemption (CEQA California Code of Regulations, Title 14, Section 15320), because the activity consists of changes in the organization or reorganization of local governmental agencies where the changes do not change the geographical area in which previously existing powers are exercised. Further, none of the exceptions to the exemption in CEQA California Code of Regulations, Title 14, Section 15300.2 apply.
