Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code Division 10, Chapter 2, Section 26012, approved a Cannabis Processor license submitted on 05/21/2025. The proposed project consists of a cannabis processing operation located at 1241 Evergreen Rd, Redway, CA, 95560 (APN 223-311-011-000). The subject parcel is 1.11 acres in size (per the County of Humboldt's WebGIS). The site has an existing 40 ' x150' commercial building with on-site parking, landscaping and stormwater drainage features. Cannabis activities including processing, packaging and storage will occur within a 2,400 square foot area of the existing building. Water and sewer services are provided by the Redway Community Services District. Power is provided by PG&E. The Project site has a General Plan Designation of Commercial Services (CS). The site is zoned MB -D Business Park (MB), Design Review (D). Per the CCLUO, §55.4.7.1, cannabis support facilities that include off-site processing can be permitted in MB zones. Due to the project site’s zoning designation, density of similar projects in the surrounding area, and the project’s previous and current use, there is no evidence that the project will contribute to a significant cumulative impact or lead to a significant environmental impact due to unusual circumstances.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 1 Categorical Exemption Project.
Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. The Project involves the use of an existing building with no proposal for expansion. The design, location, size, and operating characteristics of the Project are compatible with the existing and future land uses within the vicinity as it is zoned for light industrial.
