Urgency Ordinance No. 3956 and Ordinance No. 3957 were reviewed pursuant to the California Environmental Quality Act (Public Resources Code §§ 21000, et seq., "CEQA") and the regulations promulgated thereunder (14 Cal. Code of Regulations §§15000, et seq., the "CEQA Guidelines"). Urgency Ordinance No. 3956 and Ordinance No. 3957 are exempt pursuant to CEQA Section 15061 (b)(3) because the activity is covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Urgency Ordinance No. 3956 and Ordinance No. 3957 maintain the status quo and prevents changes in the environment pending the completion of the contemplated municipal code review. Because there is no possibility that Urgency Ordinance No. 3956 and Ordinance No. 3957 may have a significant adverse effect on the environment, the adoption of either one is exempt from CEQA.
