Document Description
The Project would rezone or upzone 261 parcels across the City, including modifications to the underlying General Plan Land Use Designations. Most parcels already permit housing at some density, while 12 parcels would newly allow residential uses at 30–40 du/acre. Zone changes include: 139 parcels to 20–40 du/acre; 1 parcel (0.48 acre) to 55 du/acre; 46 parcels to mixed-use at 30 du/acre; 10 parcels to RM-20; 63 parcels to RM-30; and 1 parcel to RS-10 and 1 to RS-4. The project also includes text amendments to the Zoning Code to implement rezonings, and modifications to the Historic downtown Upland Specific Plan. After the preparation of the Addendum, the State adopted Public Resources Code Section 21080.085 providing an exemption for rezonings that implement the schedule of actions outlined in a jurisdiction’s adopted and state-approved housing element, for which this project also complies.
