Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code, Section 26012, approved a Medium Indoor commercial cannabis license submitted on June 3, 2025, By Tikun Olam Adelanto, LLC. The Project will consist of a medium indoor cultivation operation within an existing building located at 16605 Koala Road, Adelanto [APN 3129-261-92-0000]. Two structures are found on the 9.66-acre parcel: a 32,745 square foot (sf) building and a multi-bay greenhouse. All operations for this license will occur within the building. The proposed cultivation operation will include 14,496 sf of mature canopy and 1,920 sf of immature canopy grown under artificial lights. Additional activities include harvest storage, processing and packaging of cannabis. Areas will be established for pesticide/agricultural chemical storage and cannabis waste. No new construction will take place. The parcel is zoned as manufacturing industrial and is fully developed. The project site is surrounded by industrial uses including other cannabis businesses. City water and sewer services are used to support the project. Electricity is provided by Southern California Edison.

Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. None of the exceptions to this exemption defined in Section 15300.2 apply.
