Document Description
To restore the site to pre-flood conditions, the recommended repair work consists of excavating with a slope of 1H:1V and reconstructing to a 2H:1V slope with appropriate levee fill material. The repair will also incorporate a 3-foot-deep keyway for added protection. Material will be benched into the existing to provide a good interface.

Reasons for Exemption
A state of emergency was proclaimed to exist throughout California by Governor Newsom on January 4, 2023, due to atmospheric storms that swept across California beginning in late December 2022. On March 1, March 8, March 12, March 14, and March 28, 2023, the Governor issued additional proclamations to include 47 counties to the state of emergency due to storms beginning in late February 2023. On April 20, 2023, the Governor issued a sixth Proclamation of a State of Emergency ordering the provisions of the previous State of Emergency Proclamations apply to an additional four counties, including Yolo County. The project is statutorily exempt from CEQA pursuant to Public Resources Code Section 15269 (a), Emergency Projects, because the project involves repair work to flood damaged levees in disaster-stricken areas caused by the storm events in which the state of emergency was proclaimed.
