Document Description
Replacing the 6-in VCP pipe on Bailey Street between Painter Avenue and Hill Avenue with a new 8-in PVC Pipe This proiect includes sewer improvements as follows: The sewer improvements will replace approximately 0.24 miles (1275 linear feet) of existing 6 inch diameter vitrified clay pipe with an 8 inch diameter PVC pipe along Bailey Street between Painter Avenue and Hill Avenue as described in the Proiect Location. The proiect also includes the removal of 8 inch sewer bypass. After placement of sewer main improvements, road improvements will consist of replacement of trenched areas with a new concrete or asphalt pavement section. The disturbed proiect site has no value as habitat for endangered, rare, or threatened species. The locations described are not designated scenic highways adiacent to the proiect site. The proiect site is not listed on Geotracker as having an active clean-up site assessment pursuant to lists identified under Section 65962.5 of the Government Code. The proiect site does not impact historical resources.

Reasons for Exemption
The proposed project was reviewed for potential exemptions and was found to satisfy the standards of Class 1 as specified within Article 19 Categorical Exemptions of the California Environmental Quality Act (CEQA) Guidelines. A Class 1 exemption consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. The application meets the standards for Section 15301 (b)(d) in that the construction will replace approximately 0.24 miles (1275 linear feet) of existing sewer mains, and will involve minimal to no land alteration in an area that is already developed and the soil is disturbed. The project sites are located in the City’s Right-of-Way. None of the project sites are environmentally sensitive, and they will not result in significant effects to traffic, noise, air quality, or water quality with the construction of the new facilities. No significant adverse effects were identified during the evaluation process.
