Document Description
The proposed project will use funds to renovate the Vista Community Clinic (VCC) - Fallbrook Pediatrics and Family Medicine clinic. The project will improve the clinic's infrastructure with interior modifications. The renovations include the addition of a sixth exam room. The addition of the sixth exam room will allow VCC to add a secondary primary care clinician onsite which will expand the number of patients served. Other improvements to be completed with the renovation include reconfiguration the current waiting room and reception area, buildout of a new lab area, buildout of a new medical assistant stations, adding a small break room, making restrooms ADA compliant, reworking the current office to accommodate for two physicians and adding handwashing sink and cabinets to some of the existing exam rooms.

Reasons for Exemption
Section 15301 of the California Environmental Quality Act (CEQA) Guidelines exempts from CEQA review actions consisting of “…minor alteration of existing public or private structures…involving negligible or no expansion of existing or former use”. The project consists of minor rehabilitation to the Vista Community Clinic. These improvements consist of interior modifications that will reconfigure interior space to allow for a second physician. As such, the project will result in minor alterations to existing public structure with no expansion of the existing use, and accordingly, is categorically exempt from CEQA pursuant to Section 15301 of the CEQA Guidelines.
