Project Description
Project Location:
1239 Elkhorn Drive, 9512 North Madeline Drive, 5357 East Foppiano Lane, 16306 East Milgeo Avenue, 27829 Fairoaks Road. See attached Vicinity Maps.
Project Justification:
This project consists of the installation of backup generators in five (5) locations. The well on Elkhorn Drive was constructed in 1965 and provides water service to 77 properties within the district boundary. The well on Madeline Drive was constructed in 1952 and provides water service to 34 properties within the district boundary. The well on Foppiano Lane was constructed in 1956 and provides water service to 73 properties within the district boundary. The well on Milgeo Avenue was constructed in 1966 and provides water service to 37 properties within the district boundary. The well on Fairoaks Road was constructed in 1990 and provides water service to 129 properties within the district boundary.
There is currently no auxiliary power source for any of the pertinent well sites resulting in water service interruptions for the residents within the subject districts during times of power failure. Additionally, Senate Bill (SB) 552, signed into law September 2021, requires small water suppliers to provide continuous operation during power failures.
Scope of Work:
The project will consist of:
1. Removing and relocating of existing and installation of new electrical conduits, panels, components, and controls.
2. Installing natural gas auxiliary power generators within all five (5) subject Maintenance Districts. The generators will be 25-30 H.P., 125 kW, 480V, 3-Phase, 4-Wire and delta connected. The generators will have sound attenuation enclosures in conjunction with the specified hospital grade silencers which shall provide for free field sound levels not to exceed 69dBa at 23 feet for all generator load levels. The proposed installations will adhere to the SB 552 regulations.
3. Installing new fencing and shade structures.
4. Testing to be conducted by the contractor under the supervision of San Joaquin County Utilities Maintenance.
Environmental Setting:
In these portions of the San Joaquin County, land usage varies from residential to rural with single family homes.
There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainson’s Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainson’s Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st.
Beneficiaries:
The public will see less interruptions in their water service during times of power failure with these new backup generators. Overall, there will be reduced maintenance concerns and more reliability within the project area.
