Document Description
Transit and Intercity Rail Capital Program (TIRCP) is a statewide program that provides funding to transit agencies for capital improvements that reduce greenhouse gas emissions, expand and improve transit service, and integrate the rail and transit networks. As noted at the May 6, 2025, Santa Maria City Council meeting, Santa Maria was awarded a total of $17,544,169 through a combination of formula-based California Senate Bill 125 (SB-125) funds and competitive discretionary TIRCP funds.
The City intends to use TIRCP funds for the purchase of property in support of the future transit projects described in the awarded TIRCP application.

Reasons for Exemption
Section 15061(b)(3) - A project is exempt from CEQA if the activity is covered by the common sense exemption that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Where it can be said with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA.
Future development pursuant to the Transit and Intercity Rail Capital Program (TIRCP) funding shall remain subject to future CEQA analysis.
