Reasons for Exemption
A state of emergency was proclaimed on January 4, 2023 by Governor Newsom to address the storms that swept across California beginning in late February 2023. On March 8, 2023, the Governor issued an additional proclamation to include an additional 21 counties to the state of emergency. The project is statutorily exempt from CEQA pursuant to Public Resources Code Section 15269 (a), Emergency Projects, because the project involves repair work to flood damaged levees in disaster-stricken areas caused by the storm events in which the state of emergency was proclaimed.
