Document Description
The purpose of this project is to develop an enhanced, efficient, and cost-effective alternating current (AC) bidirectional on-board charging system to increase accessibility of vehicle-to-everything (V2X) technology. Project activities include design and development of prototype AC bidirectional onboard charging systems and testing to validate performance under various V2X use cases. This research and development project will be conducted at Lucid Motors' existing headquarters facility, which is a commercial property that has the necessary equipment and space to conduct the proposed activities.

Reasons for Exemption
Cal. Code Regs., tit 14, sec. 15301 provides that projects that consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use, are categorically exempt from the provisions of CEQA. This project will be conducted at Recipient’s existing headquarters facility, which has the necessary equipment, space, and personnel to conduct all proposed activities. The areas on the existing facility that are affected by the proposed project have already been graded, disturbed, paved, and have structures constructed. The development and demonstration of the LEAP-V2X will take place in Recipient’s existing research facilities and will not require any material changes to their site. The project activities involve negligible or no expansion of existing or former use and will not have a significant effect on the environment. For these reasons, the proposed work fits within section 15301. This project does not involve impacts on any particularly sensitive environment; any cumulative impacts of successive projects of the same type in the same place that might be considered significant; does not involve unusual circumstances that might have a significant effect on the environment; will not result in damage to scenic resources within a highway officially designated as a state scenic highway; the project sites are not included on any list compiled pursuant to Government Code section 65962.5, and the project will not cause a substantial adverse change in the significance of a historical resource. Therefore, none of the exceptions to categorical exemptions listed in CEQA Guidelines section 15300.2 apply to this project and this project will not have a significant effect on the environment.
