Reasons for Exemption
The Project is exempt from further review under CEQA pursuant to State CEQA Guidelines section 15303, New Construction ("Class 3"). The Class 3 categorical exemption allows, in part, for the installation of small new equipment and facilities in small structures, including water main and other utility extensions of reasonable length. Here, the Project seeks to install utility extensions, specifically two reservoir drain lines of reasonable length to a nearby dry well. Thus, the Project fits squarely within this exemption.
No exception pursuant to State CEQA Guidelines section 15300.2 exists. There are no unusual circumstances associated with the Project. The Project will not have a significant effect on the environment. The Project will not impact an environmental resource of hazardous or critical concern. The Project is not located on a hazardous waste site. The Project will not cause a substantial adverse change in the significance of a historical resource.
