Document Description
The Project proposes pedestrian safety enhancements at two existing crosswalks along State Route 12 (SR-12), located at Waterman Avenue and Central Avenue, including the installation of pedestrian-activated lighted warning signs to improve visibility and driver awareness, as well as striping upgrades where necessary. The Project is located within the Caltrans right-of-way and will require an encroachment permit. The specific type of warning systems at the intersections will be either a Rectangular Rapid Flashing Beacon or a Pedestrian Hybrid Beacon, selected in coordination with Caltrans and subject to Caltrans approval. Improvements will be designed in compliance with the Caltrans Highway Design Manual and Encroachment Permit Manual.

Reasons for Exemption
The Project qualifies for a Class 1 Categorical Exemption from CEQA under Section 15301 of the CEQA Guidelines. The Project involves pedestrian safety improvements at two existing intersections along SR-12 without increasing roadway capacity. The Project area has been previously disturbed and includes existing roadway surfaces in need of maintenance. The environmental review did not identify any significant effects that would occur from the Project, and the exceptions listed in Section 15300.2 of the CEQA Guidelines were found not to apply to the Project.
