Document Description
On September 9, 2025, the Los Angeles County Board of Supervisors approved and adopted the 2025 All-Hazards Mitigation Plan (AHMP). The AHMP provides a comprehensive framework to identify, assess, and reduce risks from natural and human-caused hazards. Adoption of the Plan ensures the County remains eligible for federal and state hazard mitigation funding programs. No specific projects are approved by adoption of the Plan.

Reasons for Exemption
The proposed actions are not subject to the California Environmental Quality Act (CEQA) because they are excluded fram the definition of a project under Section 21065 of the Public Resources Code and Section 15378(b) of the State CEQA Guidelines, as they are administrative activities of government that will not result in direct or indirect physical changes in the environment. In the alternative, the actions are statutorily exempt under Public Resources Code Section 21080(b)(4) and State CEQA Guidelines Section 15269(c) as specific actions Necessary to prevent or mitigate an emergency. The action is also exempt under Section 1506 1(b)(3) of the Public Resources Code because il can be seen with certainly that they will not that there is no possibility that the activity will have a significant effect on the environment. No specific projects are approved by adoption of the Plan. Future proposed projects under the 2025 AHMP will be reviewed separately for CEQA compliance prior to approval.
