Document Description
Special Use Permit No. PSP 94-040 (PC) was approved by the Tulare County Planning Commission on June 22, 1994, by Resolution No. 7261, and recorded on August 1, 1994 as Document No. 1994-0056272, which established a dairy to accommodate a maximum of 3,300 milking stock with a total of 5,360 animal units on a 160-acre portion of two (2) APNs totaling 320-acres in the AE-40 (Exclusive Agricultural – 40 acres minimum) Zone. The requested minor modification to Special Use Permit No. PSP 94-040 (PC), is to add a composting site to APN 300-060-002. The beneficiaries of the Project would be the applicant.

Reasons for Exemption
Project is categorically exempt, consistent with the California Environmental Quality Act of 1970 (CEQA) and the State CEQA Guidelines, pursuant to Title 14, Cal. Code Regulations Section 15301 Existing Facilities. The use of 15301is applicable and appropriate as the proposed project is designating an area for composting within the existing dairy. No additional structures are being proposed. Therefore, the lead agency concludes that the proposed Project fits under the exemption as it is consistent with the Tulare County Zoning Ordinance and General Plan.
