Document Description
Sacramento County Regional Parks will replace in-kind an existing 12-inch bent culvert along a paved trail in the Dry Creek Parkway with a new culvert of the same size. The existing bent culvert is restricting drainage, contributing to the erosion of the paved trail. After replacement of the culvert, an asphalt overlay will be installed on the paved trail. Additionally, decomposed granite will be installed on the shoulders to minimize further damage and eliminate potential hazards. Construction of the project will be completed during the dry season, so no water will be present, and no vegetation will be removed.

Reasons for Exemption
Class 2 consists of the replacement or reconstruction of existing structures or facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. Subsection (c) includes the replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity. The new 12-inch culvert will be a replacement in kind and an overlay of asphalt and replenishment of decomposed granite shoulders will be implemented on the same location as the existing, and will eliminate potential hazards to trail users and is therefore exempt from the provisions of CEQA.
