The project is consistent with the general plan designation and applicable zoning designation and regulations. The site is within the Novato city limits and on a site less than 5 acres is size. The project site has no value as habitat for endangered, rare or threated species. The project will not result in any significant effects relating to traffic, noise, air quality, or water quality. The site can be adequately served by all required utilities and public services.

The project was determined to be exempt from additional environmental review pursuant to Guidelines Section 15183. An analysis of the project did not identify anything peculiar to the project or project site, there were no significant environmental effects not previously analyzed in the Certified EIR for the General Plan, no potentially significant off-site impacts or cumulative impacts were identified, and there was no new information that was not known at the time the General Plan EIR was certified.
