Document Description
The Project Site comprises a total of approximately 0.654-acre (28,472 square feet) vacant infill site within a 0.716-acre property, located at 4773 Hollywood Boulevard in the Hollywood Community Plan Area of the City of Los Angeles as shown in Figure 1, Regional Location Map. The site fronts on Hollywood Boulevard on the south, N. Berendo Street to the west, an adjacent property with multifamily residences to the north, and an adjacent property with a church to the east. The Project vicinity is shown on Figure 2, Vicinity Map. Land use and zoning designations in the area are shown on Figure 3, Land Use and Zoning Designations. The proposed Project consists of the construction, use, and maintenance of an 93,286-square foot mixed-use multi-family residential development, consisting of 2,596 square feet of ground floor commercial uses and 86 apartment dwelling units with 93,286 square feet of floor area. As shown on the Project plan set, the proposed Project consists of a six-story building with an additional subterranean parking floor, constructed to a maximum height of 69 feet to the top of the parapet
(exclusive of the mechanical equipment and elevator and stair shafts). The Project includes 93 automobile parking spaces and a minimum of 57 bicycle parking spaces enclosed within the subterranean floor and the ground floor. The Project will require the export of approximately 20,000 cubic yards of soil.

Reasons for Exemption
None of the exceptions to the Categorical Exemption Under CEQA Guidelines Section 15300.2 applies to the proposed project. The proposed Project will not result in significant cumulative impacts from successive projects of the same type in the same place. The project does not involve unusual circumstances. The project will not damage scenic resources in a state scenic highway. The project site is not on a list compiled pursuant to Government Code Section 65962.5 related to hazardous waste sites. The project will not cause a substantial adverse change in the significance of a historical resource. The subject site does not contain habitats or sensitive environmental resources and there is no substantial evidence the project may impact an environmental resource of hazardous or critical concern.
For the reasons discussed in detail later in this document, the Project is categorically exempt from CEQA under the Class 32 exemption, as set forth in Section 15332, Article 19, Chapter 3, Title
14 of the California Code of Regulations (CCR). The Class 32 exemption promotes infill development within urbanized areas by exempting environmentally benign urban in-fill projects that are consistent with the local general plan and zoning requirements and can be served with existing utilities and public services. The Class 32 exemption does not apply to projects that would result in significant traffic, noise, air quality, or water quality impacts. Application of this exemption, as with all categorical exemptions, is limited by the regulatory exceptions identified in Section 15300.2, listed below.
Section 15332. In-Fill Development Projects.
Class 32 consists of projects characterized as in-fill development meeting the conditions described in this section.
(a) The project is consistent with the applicable general plan designation and all applicable general plan policies as well as with applicable zoning designation and regulations.
(b) The proposed development occurs within city limits on a project site of no more than five acres substantially surrounded by urban uses.
(c) The project site has no value as habitat for endangered, rare or threatened species.
(d) Approval of the project would not result in any significant effects relating to traffic, noise, air quality, or water quality.
(e) The site can be adequately served by all required utilities and public services.
