The project is categorically exempt pursuant to CEQA Guidelines Section 15332 (“In-Fill Development Projects”) and that none of the exceptions to the exemption in CEQA Guidelines Section 15300.2 apply. This exemption applies to projects consistent with the General Plan Land Use Designation and policies, all zoning regulations and designations, and other criteria described here. The project occurs within the City limits, is located on a project site of no more than five acres and is substantially surrounded by urban uses. The site has no value as habitat for endangered, rare, or threatened species; the project would not result in any significant impacts relating to traffic, noise, air quality, or water quality; and the site can be served by all required utilities and public services.
