Document Description
Sacramento County Department of Transportation (SacDOT) will improve the intersections of Eschinger Road/Bruceville Road and Eschinger Road/Carroll Road. The improvements include widening the roadway pavement surface at the corner of the intersections to accommodate the movement of trucks with larger than normal turning radii. Additional improvements include realigning roadway ditches, extending or replacing cross drainage culverts, installation of drainage inlets and overside drains, relocating utility poles away from the intersections, delineating with pavement markings, and installation of “no parking” signage to facilitate areas for truck turns. Additionally, partial right of way will be required from three parcels to accommodate the necessary improvements. Implementation of the project will comply with all applicable federal, state, and local regulations.

Reasons for Exemption
Statutory exemption 15282 (k) consists of the installation of a new pipeline or maintenance, repair, restoration, removal or demolition of an existing pipeline that does not exceed one mile in length. Implementation of the project will include the installation of storm drainage to accommodate the widening of the corners at the two intersections. The pipeline is less than one mile and is therefore exempt from the provisions of CEQA. Class 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. The existing roadway will be improved to accommodate trucks with larger turning radii. Completion of the project will result in the continued use of the existing facility with little or no expansion of use. Therefore, the project is exempt from the provisions of CEQA.
