Document Description
This is a modification to approximately 134-feet of the south bank of San Mateo Creek in San Mateo County, CA where a sackrete revetement was previously installed. The proposed Project will stabilize the south bank of San Mateo Creek in the Study Area resulting from severe erosion during winter flows of December 2022 and January 2023. Specifically, the remediation will replace unpermitted sackrete revetment with a restored natural bank of boulder revetment, anchored large wood structures, and willow/dogwood/bay laurel inter-plantings. Post construction monitoring and maintenance will be provided for a minimum of five years to ensure the bank performs as designed and the enhanced plantings become established. The Avoidance and Minimization Measures incorporated into the Biological Assessment, together with conditions imposed as part of the authorizations from the regulatory agencies will ensure that there would be no significant adverse impacts on any special-status species or their habitat.

Reasons for Exemption
The project meets all the requirements of Section 15333, Small Habitat Restoration Project. The affected area is under five acres in size. There would be no significant adverse impact on endangered, rare or threatened species or their habitat pursuant to Section 15065 of the CEQA Guidelines given the extensive Project Controls and conditions of the agency authorizations. No hazardous materials are located at or around the project site that may be disturbed or removed during construction. The project will not result in impacts that are significant when viewed in connection with the effects of past projects, the effects of other current projects, and the effects of probable future projects. Ultimately, the project will greatly improve existing conditions and enhance the habitat along this reach of San Mateo Creek.
