Ordinances amending the Mountain View City Code: Chapter 24 (Hazardous Materials) to streamline regulations; Chapter 25 (Neighborhood Preservation) to adopt the 2024 International Property Maintenance Code with local amendments; Chapters 8 (Buildings) and 14 (Fire Prevention) to repeal 2022 California Building Standards Code, adopt the 2025 California Building Standards Code (California Code of Regulations, Title 24) and other international and uniform codes, including local amendments and including new requirements for heat pump equipment for single-family residential, electric-readiness for all building additions and alterations, and bird-safe glass design requirements for nonresidential and multifamily residential development, and other administrative provisions; and create a new Chapter 48 (Floodplain Management) to relocate existing floodplain regulations from Chapter 8 (Buildings).

Reasons for Exemption
Adoption of local amendments to the California Building Standards Code and amendments to the Mountain View City Code are not a project under the California Environmental Quality Act (CEQA) and the CEQA Guidelines, pursuant to Public Resources Codes Section 21065 and CEQA Guidelines Section 15378, because it does not approve a project or result in a direct physical impact on the environment, or contemplate known future projects, and as such, there are no known environmental impacts at this time. As a separate and independent basis, adoption of the local amendments is exempt from the requirements of CEQA pursuant to CEQA Guidelines Section 15061(b)(3), because it can be shown with certainty that there is no possibility that the activity in question will have a significant effect on the environment. These Ordinances will protect and enhance the environment and City of Mountain View’s natural resources by requiring new and remodeled buildings to incorporate green building measures, flood protection measures, and help maintain the general public safety and welfare of the community.
