Document Description
The California Department of Fish and Wildlife has executed Lake or Streambed Alteration Agreement EPIMS Notification No. EPIMS-ALA-58605-R3, pursuant to Section 1602 of the Fish and Game Code to David Martindale. The project is limited to 2 encroachments. Encroachment one (1) is abandonment of an existing well. Work for this encroachment will include removal of the impoundment, water pump, fill, debris from the diversion site, restoration of the natural streambed, and removal of any existing water pipe. Work will follow state and county abandonment guidelines. The project will include removing the motor, pump column, bowl assembly and other existing well components. After the well has been properly filled, including sufficient time for sealing material in the excavation to set, the excavation shall be backfilled to finish grade with compacted material, to conform to native conditions. After grout abandonment, cap well, material and cap size to match existing. Encroachment two (2) is to install a low water crossing. Work for this encroachment consists of installing a low water crossing at the access road. Fill will be removed from the stream bed, approximately 160 square feet (ft²) in surface area. Fill will be disposed of off-site. River-rocks shall be installed in the re-established flowline to facilitate natural bed and channel, and to avoid or minimize scour erosion in the stream. Placement of rocks will be at various gradations and sizes to allow rocks to lock together and form a stabilized bed. The encroachments are associated with the remediation of cannabis cultivation activities that resulted in a Notice of Violation.
