Document Description
LIBERTY ROAD AND SOWLES ROAD RESURFACING Project Description Project Location: Liberty Road: Dustin Road to Elliot Road; Sowles Road: Collier Road to Liberty Road. See attached Vicinity Map. Project Justification: Liberty Road’s original roadway was constructed in 1948 with an unknown structural section. In 1973, it was reconstructed to a 24-foot-wide roadway with 2 inches of Asphalt Concrete (AC) over 6 inches of Aggregate Base (AB). In 1985, the road was resurfaced from Dustin Road to Elliot Road with 2 inches of AC. In 1999, the road was resurfaced from Dustin Road to Bruella Road with 3 inches of AC. In 2001, the road was resurfaced from Bruella Road to Elliot Road with 3 inches of AC. The existing roadway has been maintained with periodic chip seals with the most recent chip seal in 2021. Sowles Road’s original 18-foot-wide roadway was constructed by Road Maintenance in 1971 with 2 inches of AC over 6 inches of AB. The existing roadway has been maintained with periodic chip seals with the most recent chip seal in 2021. The existing pavement consists of some rutting and transverse, longitudinal, and edge cracking throughout the project limits. Scope of Work: The project will consist of: 1. Resurfacing existing roadway on Liberty Road (24 feet wide) with 0.17 feet of Hot Mix Asphalt (HMA) (Type A) and on Sowles Road (18 feet wide) with 0.25 feet of HMA (Type A). 2. Repairing pavement structural failure areas with full depth 0.25 feet of HMA (Type A). 3. Replenishing 4-foot-wide Shoulder Backing: 2 feet (8%) and 2 feet to conform. 4. Applying Penetration Treatment at all intersection radii plus 50 feet or to conform. 5. Constructing HMA (Type A) driveways. 6. Adjusting monument frames and covers. Environmental Setting: In these portions of the San Joaquin County, land usage is rural with single family homes. There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainson’s Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainson’s Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st. Beneficiaries: The public will see increased safety and fewer hazards with these well-maintained roads. Overall, there will be reduced maintenance concerns and more reliability within the project area.
